lg du-37lz30 power light blinks red and green

Okay, so I got this tv from a guy at work that wanted me to take a look at it to see if i can repair it for him. I plugged it in and the power indicator light strobes from red to green. It will not do anything pass that point. I opened up the tv and notice it was a little dusty but didnt notice anything out of whack. No blown caps(visually) rectifiers all look good. Has anyone had this problem or fixed it thank you.
